The Opportunity Fund for Advancing Civil Service

The Opportunity Fund was a philanthropic partnership of seven foundations from the United States and Israel, aimed at enabling full access to national civil service volunteering for marginalized populations - youth with disabilities and Arab youth. As part of the volunteering framework, the Fund provided a skills development program to support participants' integration into the job market as independent, contributing members of Israeli society.

During its years of operation, the number of volunteers from special population groups grew fivefold, and government budgets for the enrichment program increased by hundreds of percent. The Fund was established in 2012 as a spend-down fund, operated until 2022, and remains a leading case study in philanthropic partnerships.
